1987년 대한행정사회는 한국에 주재하는 모든 외국 대사관과 일본에 주재하는 겸임 대사에 공문을 발송하여 외국어번역 행정사들이 번역한 번역문에 "번역 증명서"를 첨부하여 외국 대사관 또는 이민국에 제출할 때, 공증을 하지 아니하고 접수할 수 있는지의 여부를 질의하였고, 다음에 기재된 나라의 대사관 및 이민국으로부터 공증을 하지 아니하고 번역 증명서 첨부한 번역문을 접수하겠다는 공문을 수신하였으며 그 회시문을 게재한다.

대한행정사회의 질의에 대하여 외국어번역 행정사의 번역 증명서를 첨부한 증명 번역을 접수할 수 있다고 서면으로 회신한 외국대사관 및 이민국들:

유학생과 이민 학생의 학적 서류 번역

미국, 호주, 캐나다, 뉴질랜드, 필리핀 등 영어권의 외국 학교(국민학교부터 대학원까지)의 입학 원서에 첨부하는 모든 한국어 문서(졸업증명서, 재학증명서, 성적증명서, 생활기록부, 건강기록부 등)에는 CERTIFIED ENGLISH TRANSLATION (외국어번역 행정사의 증명서가 첨부된 영어 번역문)을 첨부하여야 한다.

제출할 한국어 서류(졸업 증명서, 재학 증명서, 성적표, 생활기록부 등)를 번역하여 공증하는 것은 잘못된 절차이며 학교에 따라서는 입학 원서 제출자가 자신의 서류를 직접 번역 하는 것을 금하는 경우도 있다.

학생들의 성적을 좋게 보이기 위하여 또 우리학교는 전체 학생들의 성적이 다른 고등학교의 성적보다 좋으니까 위와 같은 RATING SYSTEM을 사용한다고 변명하지만 이런 경우, 외국의 학교와 외국대사관의 영사들은 학생과 선생이 공모하여 성적을 COOKING하였다고 말하고 그 의도를 아주 좋지 않게 본다.

외국 학교 또는 외국 대사관에서 고등학교의 성적표를 요구할 때에는 생활기록부를 학교에서 발급 받아 번역을 외국어번역 행정사에게 의뢰하여 생활기록부에 번역문과 번역 증명서를 첨부하여 제출하여야 한다

번역증명서에 대한 외국 협회의 요구사항

미국의 여러 Commission과 Association에서는 공증된 번역을 접수하지 아니하고 발송인에게 반송하면서 제출된 한국문서에 State-Certified Translator, Sworn Translator에 의한 Certified Translation을 첨부하여 다시 제출할 것을 요구 한다.

"번역행정사"는 대한민국 행정사법에 의한 유일한 정부인정 번역사(State-Certified Translator)이며 행정사법 제11조에 의하여 "번역확인증명서" (Certification)를 첨부한 "증명된 번역" (Certified Translation)을 만들어 드립니다.

다음에 미국 Commission/Association에 제출할 문서에 Certified Translation을 첨부하라는 INSTRUCTION을 참고로 기재한다.

Educational Commission for Foreign Medical Graduates

This will acknowledge receipt of your November 8, 1988 letter and enclosed specimen of official translations prepared by your translation office which' you state' is in accordance with Korean LawThe type of translation you described and of which you enclosed a specimen would be acceptable to ECFMG for an official English translation of a Korean-language document.

National Association of Boards of Pharmacy

Upon reviewing your Foreign Pharmacy Graduate Examination Committee (FPGEC) file, it was determined that the English Translation of your family census register was not translated by a certified translator. The FPGEC requires that documents not in English be accompanied by an English translation, prepared and certified as correct by a government official, pharmacy school official, or state-certified translator.

The translation must be signed and dated by the person who prepares it, and must appear on official stationery. Your translator, Jeong Kim, presented no evidence of being a certified translator.I am returning the translation to you. You may want to ask translator Kim to provide proof of competence as a translator, or obtain certification of this translation by a certified translator. Once completed, please mail the document to the FPGEC at the address above.

Thank you for submitting to us for our review a Specimen Translator's Certification.This format has been reviewed by our Commissioners and is very acceptable for purposes of certifying the documents submitted to NCCA in support of applications.

번역증명서를 요구하는 외국 법령 및 외국학교 입학원서 지시사항

다음은 미국 이민 귀화청 및 미국, 캐나다, 호주, 뉴질랜드 대학에 제출할 외국어 문서에 CERTIFIED TRANSLATION을 첨부하라는 INSTRUCTION:

· (미국 이민국) Sec. 103.2(b), Chap I, 8 Code of Federal Reg. U.S.A.

외국 문서에는 신청서나 청원서의 지침에 따라 영어 번역문이 첨부하여야 하며, 번역자는 그가 번역에 자격(허가)이 있음과, 번역이 정확함을 증명하여야 한다.
A foreign document must be accompanied by an English translation in accordance with the instructions on the application or petition form. The translator must certify that he/she is competent to translate, and that the translation is accurate.

· University of Miami, FL, U.S.A.

영어 이외의 언어로 작성된 문서에는 증명된 영어 번역문이 첨부되어야 한다. 공증된 번역문은 접수되지 않는다. 번역문은 첨부 물일뿐 문서 원본을 대체하지 못한다. 원본과 번역문을 모두 발송하여야 한다.
Documents in a language other than English must be accompanied by certified English translation. Notarized translations will not be accepted. Translations supplement but do not replace original documents. Please remember to send both.

영어 이외의 문서에는 증명된 번역문이 첨부되어야 한다.
Documents not in English must be accompanied by certified translation.

성적표 본래의 언어가 영어가 아닌 경우 문서 원본에 증명된 영어 번역문이 첨부되어야 한다.
If the original language of an academic record is not English, a certified English Translation must be accompany the original document.

외국 교육기관으로부터의 성적표는 첫 학기 등록 최소 8 주전에 제출되어야 하며, 영어로 기재되지 않은 경우 증명된 영어 번역문이 첨부되어야 한다.
Academic records from foreign institutions must be on file at least eight weeks before registration for the first term and, if not written in English, must be accompanied by certified English Translations.

외국어로 작성된 성적표에는 증명된 영어 번역문이 첨부되어야 한다. 이러한 번역문은 외국어 문서 원본과 완전하게 정확히 일치하여야 하며, 100 점 만점 점수로 된 것이 학점으로 전환되어서는 아니된다. 학위 명은 원래의 표시로 유지되어야 하며, 그에 상당하는 미국 학위 방식으로 번역되거나 해석되어서는 아니된다. 입학 신청자는 자신의 학적 서류를 스스로 번역할 수 없다.
Transcripts in foreign language must be accompanied by certified English translations. These translations must exactly match the original foreign documents line for line and numerical percentages, if applicable, should not be converted to letter grades. The name of degree should be left in its original designation and should not be translated or interpreted in terms of a U.S. degree equivalent. An applicant may not translate his/her own credentials.

영어나 불어가 아닌 언어로 작성된 증명서에는 영어나 불어의 증명 번역문이 첨부되어야 한다.
Certificate in language other than English or French must be accompanied by certified translation into English or French.

· University of Canberra, ACT, AUSTRALIA

영어가 아닌 언어로 작성된 경우 이러한 문서의 증명 번역문이 또한 필요하다.
If these are in a language other than English, certified translation of these documents will also be required.
