Saavedra
Lamas, Carlos
(b. Nov. 1, 1878, Buenos Aires, Arg.--d. May 5, 1959, Buenos Aires), Argentine
jurist who in 1936 was awarded the Nobel Prize for Peace for his part in ending
the Chaco War (1932-35), fought between Bolivia
and Paraguay over the northern part of the Gran Chaco region and especially its
oil fields. He organized and presided over the international mediation committee
(Brazil, Chile, Peru, Uruguay, and the United States) that secured an armistice
(June 12, 1935). Subsequently he was prominent in negotiations resulting in a
permanent peace agreement (July 21, 1938). (see also Index:

Educated in law, Saavedra Lamas taught at the National University of La Plata and at
the University of Buenos Aires, of which he was rector from 1941 to 1943. In
1915 he became Argentinian minister of justice and of public education, and from
1932 to 1938 he served as minister of foreign affairs. He was president of the
International Labour Congress, Geneva (1928); the Pan-American Conference,
Buenos Aires (1936); and the League of Nations Assembly (1936).
Between October 1933 and June 1934 the
United States, Italy, and 14 Latin-American nations signed an antiwar treaty
prepared by Saavedra Lamas. He also
wrote several books on international law and peacekeeping, economics, and
education.

남아메리카의 차코 전쟁(1932~ 35)을 종식시키는 데 기여한
공으로 1936년 노벨 평화상을 수상했다. 차코 전쟁은
그란차코의 북부지방, 특히 그 유전지대를 놓고 볼리비아와
파라과이 사이에서 벌어졌던 전쟁이다. 그는 브라질·칠레·페루·우루과이·미국의
대표로 구성된 국제중재위원회를 조직하고 그 의장을 맡아
1935년 6월 12일에 휴전을 받아냈다. 그후에도 그는 교섭에
탁월한 능력을 보여 1938년 7월 21일에 영구평화협정을
성사시켰다.
법학을 전공한 사베드라 라마스는 라플라타국립대학교와
부에노스아이레스대학교에서 강의했으며, 1941 ~43년에는
부에노스아이레스대학교의 총장으로 재직했다. 1915년
아르헨티나의 법무부장관과 교육부장관이 되었고, 1932~38년
외무부장관을 지냈다. 그는 1928년 제네바 국제노동회의, 1936년
부에노스아이레스 전미주회의, 1936년 국제연맹총회의
의장직을 맡았다. 1933년 10월에서 1934년 6월 사이에 미국과
이탈리아, 그리고 14개 라틴아메리카 국가들이 사베드라
라마스가 작성한 반전조약(反戰條約)에 서명했다. 그는 또한
국제법과 평화유지, 경제학, 교육학에 관한 여러 책을
발표했다.
