Note
that there are no provisions given for deviation. No one is allowed to make an
individual choice contrary to any order given by any governing body. All are
ordained by God and have authority from God to govern. The only contribution
one can make is blind obedience. What good are free elections if all our
rulers are established by God? How do we justify the fact that when the
Apostles were brought before the highest court in the land (the Sanhedrin)
they disobeyed their orders saying "we must obey God rather than
men." (Acts 5:29). Even the early Church would refuse the orders of
the Roman government to participate in emperor worship, pagan celebrations,
and military service.

Irregardless of the fact that the Apostles and the early Church did not
interpret this verse to mean that we must unreservedly follow the dictates of
the State, many leaders of the contemporary Church point to this passage to
support their teachings on the Just War or any other theory that they think is
beneficial to their cause. Yet, when an order of the State runs contradictory
to the will of the Church then that State is considered to be illegitimate
and not a true government of God, therefore obedience is not required. In
effect, this makes the Church to be the government by saying "we only
obey what we like."

One of the problems we have in the world today, is that there is an endless
supply of men and women who will blindly follow their government. One of the
reasons for this is that in many situations they have little to lose except
their poverty. A leader promised them a better life, establishes an enemy to
blame for their condition, and then enlists the Church to gain spiritual
authority by using a Biblical passage such as Romans 13. For Americans, we are
bored with our excesses and comforts and the lust to participate in a
"great cause" is upon us. While some wage war for a better life,
Americans may wage wage out of boredom and the desire for entertainment. We
desire a cause to participate in, even to die for if necessary,
just so long as we do not die bored. The only thing we cry out for is
"authentication" from on high. If we are told that we are to obey
the State, as the State is the government established, maintained, and
recognized by God, then that is good enough for us to kill and die for, even
to send our children to kill and die.

Hermeneutics is the science of interpretation. When viewing a word, or
passage, in any literature for the purpose of interpretation, you begin by
eliminating all the things you know it cannot mean. For example: In Matthew
18:8 it states that if your hand or foot causes you to sin...cut if
off, or if your eye cause you to sin...pluck it out and cast is away for it is
better to enter heaven maimed, with one eye, than to be cast into hell and
everlasting fire. Were this verse interpreted in the same manner we have been
interpreting Romans 13 the world would be filled with blind maimed Christians.
Obviously it does not mean what it seems to mean. And...obviously
Romans 13 does
not mean we are obligated to follow the dictates of the State as the voice of
God.

To follow
the State blindly will give the State an endless supply of fanatical soldiers
who believe they are fighting for God. All wars would be holy wars. Remember...Herod's soldiers were ordered to "slay all the male
children who were in Bethlehem and all its environs, from two years old and
younger¡¦" Matthew 2:16. These were orders being carried out by a
legitimate government by soldiers who had taken an oath of office. We
would be as fanatical as those of Nazi Germany, who believed they were the
army of God. On the other hand, we cannot be the moral judges of those who
rule, saying "I will follow this law, but I will not follow that
law." We cannot disenfranchise a ruler because he does not agree with our
doctrines.

Therefore, how do we interpret this verse? The same way it always was prior
to the need for justification of the Just War Theory. For the sake of social
order, which is essential for the advancement of peace which we know to
be the highest command of God, obey your leaders when such commands do not
conflict with the obvious will of God. In doing so, be prepared to accept the
full consequence for your actions.
